RESUME HISTORY 2007
The founder of the BI-NATIONAL AIDS ADVOCACY PROJECT ( PROCABI) Tijuana/San Diego, was born in New Zealand and educated in Australia, with a major in Cross-cultural communication and linguistics, and a minor in Spanish. He was ordained as a Minister/Missionary and went to Panama to work amongst the Indian Tribes of the Darien Jungle, where he worked for 12 years, doing translation, medical and economic projects. He came to the United States in 1979 and became Assistant Administrator and Dean of Men at a large Midwestern Christian Academy, he also taught religion and Spanish, and was the High School principle for 10 years.

He became a Surety agent for both Criminal and Immigration, which he did part-time while he was working at the High School. He moved to San Diego in 1991 where he worked full-time as an Immigration Surety Agent.
He has held Californian licenses in Criminal and Immigration Surety and as a Notary Public.

He is currently a member of the U.S. /Mexico Border Health HIV/STD Committee,
was a Peer Advocate at Being Alive, a Volunteer with El PACTO Latino AIDS Organization and Organization Sida Tijuana .His is a State Certified HIV counselor and Public Benefits counselor.

He received the TUAX award nomination for (Special achievement in responding to the AIDS epidemic) for 1996 and 1998. In September of 1997 he was elected CEO/ PRESIDENT of the AIDS ASSOCIATION UNITED STATES /MEXICO which was reorganized into the BI-NATIONAL AIDS ADVOCACY PROJECT in August of 1998. He also served on the HHS San Diego Consumer Council and was an active member of the Health and Human Services HIV Planning Council. He is a trained Peer Counselor and support group facilitator. He is also certified by the San Diego Department of Education for speaking on AIDS to high school students and is a State Certified Pre and Post HIV counselor. He served as the CEO/Executive Director of the BI-NATIONAL ADS ADVOCACY PROJECT in the U.S. and PROCABI in Mexico.

In January of 1998 he founded new support groups in Tijuana and co-facilitated them and two other groups for Latinos in San Diego. He initiated a prevention program for Latinos in both Tijuana and San Diego which was run by volunteers from the Bi-National Project.
He also transported to Tijuana, AIDS medicines for the HIV clinics which he collected in San Diego from patients who switch medicines or are no longer using the AIDS drugs.

Having spent many years visiting San Diego and Tijuana during the summer months before coming to San Diego, and his involvement in the Latino Community since his arrival, he saw a tremendous need for an Advocacy project which would aid HIV+ Latinos and AIDS patients who were faced with real problems in understanding and getting access to services, due to the nature of their immigration status, both in San Diego and Tijuana Mexico. His concern was the Latino community’s ignorance with regards to AIDS, condom use, personal responsibility and the ability to have a support structure in Tijuana if they were deported.
After facing his own crisis with HIV infection and later an AIDS diagnosis,
he felt a personal responsibility to try and help those with whom he had worked for many years in other areas of Latin America, and thus founded the Bi-National AIDS Advocacy Project which with it’s new board of Directors has secured it’s 501 ©3 Tax exempt status in the U.S and Mexico.

Since the demise of the Bi- National AIDS Advocacy Project, he now facilitates a special support group for HIV individuals who have pets (PAWS + PLUS) and is active in a Latino Gay support group (Cara a Cara). He also collects HIV medications for the ACOSIDA Clinic in Tijuana and is working on other projects with both ACOSIDA and APICAP. He serves on the board of the AIDS FOUNDATION San Diego and the Advisory Board of the HIV Funding Collaborative/AIDS WALK plus the Allocations committee of the AIDS WALK and Funding Collaborative.
