Where I live in North Carolina, unemployment is almost 9%. In some areas of the state it is almost 11%. But according to this job forecaster, it may be short-lived:

Jobs may rebound in 2010

I've given up on economic forecasting. The mainstream economists predicted a recovery last year. The gloom-and-doomers predicted an inflationary collapse and were caught totally off-guard by deflation or disinflation, whichever it might be.

But I hope the forecaster you cite is correct.

If consumers believe that next year the economy will rebound, they will be less fearful to spend money, stores will get busier, businesses will profit, hire more workers, and those workers will spend money, other businesses will profit, hire more workers, and on and on.

I don't know about 2010, anything specific... but you're right Rick. We need to believe it, because it's up to us.

I really hope this works for Michigan. Apparently, people are moving out of MI... schools are losing students, funding is cut for schools, teachers are booted, students get sucky education... we are doomed if something doesn't happen. And that's just talking education aspect! Hope for the best.
