They're ~not~ ceasing them, they're just detaching what they do from doing it together with the government, which they should have been doing from the start (separated from the state). If it had been that way to start with, this wouldn't even have been an issue.
P.S. I'm not a good Catholic... most of them accuse me of heresy when I talk about stuff on Catholic forums ;-)
