I would think you could look or call a few places. First on the list would be
www.whitehouse.gov which gives the overview of the health care bill. The second would be to call your local health department or health and human resources department. Those usually go by county. I would think the health department would be the first to get notified of what specifically has to happen for folks since they will largely be responsible for carrying out the law, unless a new government organization is going to be created to carry it all out.
