New rules for posting?

This morning there was a message that a post had to be reviewed by a moderator before it was posted. Is this new and will the TOS be updated to reflect this?

Dear Ben: It looks like that glitch we were experiencing before has come back. There's no new rules for posting, just a glitch that I can't seem to clear up, so please bear with us. Kara
